Dangerous Manholes Spotted Near Silver Star Tower – Who’s Responsible?

On my from 37MTN office I crossed to the other side facing Opeibea since it was a trekkabble distance to Silver star tower.
I notice these manholes on the sidewalk; with their respective covers removed more than 8 of them
Who do we tag as the responsible agencies for these? Because the depth of each is more than 8 ft deep.
Someone who is not conversant with such area could suffer fatalities. I asked one of the hawkers and her response was "alumi boys work at night that", could this be true?
Pls take note should you ply this route at night, especially the sidewalk area. Midweek blessings TTD 🙌🏾 🙏🏾 ✨️ 😇
